第一章總則
Chapter I General Provisions
第一條為了規(guī)范貨物進出口管理,維護貨物進出口秩序,促進對外貿易健康發(fā)展,根據(jù)《中華人民共和國對外貿易法》(以下簡稱對外貿易法)的有關規(guī)定,制定本條例。

第五條中華人民共和國在貨物進出口貿易方面根據(jù)所締結或者參加的國際條約、協(xié)定,給予其他締約方、參加方最惠國待遇、國民待遇,或者根據(jù)互惠、對等原則給予對方最惠國待遇、國民待遇。

第七條國務院對外經(jīng)濟貿易主管部門(以下簡稱國務院外經(jīng)貿主管部門)依照對外貿易法和本條例的規(guī)定,主管全國貨物進出口貿易工作。

第二章貨物進口管理

第一節(jié)禁止進口的貨物

第八條有對外貿易法第十七條規(guī)定情形之一的貨物,禁止進口。

第十七條進口經(jīng)營者憑進口配額管理部門發(fā)放的配額證明,向海關辦理報關驗放手續(xù)。
